On October 13th, 2016, the American Security Project, in partnership with Lloyd’s, hosted Cities in the Crosshairs: The Case for Investing in Resilience. The event brought together leading business leaders, policymakers, and regulators to discuss how innovative partnerships can and should build greater resilience at the city level.

The afternoon’s first panel, “A Global Risk Redux,” was moderated by Dante Disparte, CEO of Risk Cooperative, and provided a review of the global risk landscape and the implications of the unprecedented change the world is facing.

Gov. Christine Todd Whitman, former governor of New Jersey and ASP Chairperson, began the panel discussing the critical link between climate change and its impact on national and global security. Governor Whitman noted that as these risks intensify, so do the costs associated with them.

Inga Beale, CEO of Lloyd’s, highlighted the business perspective, noting the transition from tangible, geographically bound risks, to intangible risks with no boundaries. Ms. Beale argued that the insurance industry needs to respond to the changing landscape and commit to helping build resilience in advance.

Kathleen Hamm, Counselor to the Deputy Secretary of the U.S. Department of Treasury, expanded on those changing risks, particularly in regards to cyber. Ms. Hamm discussed the Department of Treasury’s concern over cyberattacks and how the Department is working to respond to the threat by encouraging the public and private sector to develop a “common language” to effectively share information.
