Courtney Manning Appointed As Inaugural Director of ASP’s AI Imperative 2030

The American Security Project is pleased to announce the appointment of Senior Research Scientist Courtney Manning as Director of ASP’s new AI Imperative 2030 program. Starting in January 2025, AI Imperative 2030 will be a critical voice engaging and educating policy discussions around artificial intelligence, bringing together technology experts and a broad array of policy stakeholders to create a coherent strategy promoting innovation and responsible application of AI. The program will elevate ideas and practical recommendations to extend the United States’ competitive edge against its adversaries and competitors, convening prominent voices in critical technology and industrial policy to form a consensus of understanding about the threat Americans face.

“Courtney’s dedication to data-driven research, demonstrated success in working with external partners, and overall superb approach to all of our work at ASP makes her the ideal candidate for this position,” states ASP CEO Matthew Wallin. “Her previous work exploring the many facets of tech competition with China and her understanding of the issue at hand have more than prepared her to oversee the growth of this program and ensure that ASP becomes a leading voice and center of discussion on the U.S. need to remain the world leader in artificial intelligence.” Having joined ASP in 2023, Manning previously led ASP’s military recruiting and readiness portfolio, as well as research on emerging risks and strategic competition with China. Before working at ASP, Courtney was a Program Coordinator for the Arnold A. Saltzman Institute of War and Peace Studies and an international security consultant in New York.

As inaugural director of AI Imperative 2030, Manning will lead a council of cross-disciplinary stakeholders that will identify the critical geostrategic forces driving the global AI race, as well as the most pertinent AI applications and threats to national security in the 21st century. This team will produce practical recommendations for federal commissions, committees, and task forces to introduce sustainable, innovation-driven trade, tax, and tariff policies that deter adversary exploitation of America’s critical technology landscape and promote a free and fair global artificial intelligence ecosystem.
