“Michael Cohen, a senior fellow at the American Security Project, a Washington-based think tank, said the audit report shows it may be beyond the Afghan government’s capabilities to build large, effective military and police forces, at least in the near term.
“We’re creating this enormous force that is going to rely for years and years and years on donor funding to do its work,” he said.”
