“Generals Cartwright and Habiger may have been in charge of the nation’s nuclear weapons, but that has not stopped them from concluding that the arsenal is a relic of the Cold War, unsuited to today’s threats.

There is a growing consensus that revising the outdated nuclear posture will not only save billions of dollars, but also make for a more effective national security strategy.”
