Since the September 11 attacks, domestic terrorism has surpassed international terrorism as the most significant threat to the United States homeland. As political polarization in the U.S. worsens, domestic terrorism normalizes and legitimizes violence as a tool to address political or social grievances. Countering these extremist groups and movements requires a holistic approach to federal counterterrorism policy that addresses current policy shortcomings.
